Where is the thermal fuse on a 94 Plymouth Sundace duster 4 cylinder 2.2 engine?

ok we have tried EVERYTHIN to get this car to not overheat we even took it in today to get it flushed and they said it wouldnt help cause the fan wasnt kicking on the only time the fan comes on is when the a/c is turned on!!! we have changed the thermostat,2 censors,and the fan motor...and we know it isnt the water pump cause we tested it today
