Where did the quote "A mime is a terrible thing to waste" originate?

I was watching an episode of Without a Trace, and heard the comment "A mime is a terrible thing to waste", and I know I've heard it in previous movies. Such as Robin Hood: Men in Tights by Mel Brooks. So it got me to thinking where this punchline actually originated.
