Is vigilantism right when there is nothing substancially being done to combat the widespread narcotics sales?

there are narcotics ie. heroin,crack cocaine being sold and used openly in the downtown seattle streets......is this a sign of the times or a problem to big for our police departments?do criminals have the right to proceed w/ such open practice?
